Those who hold magic hold the power.

The Circle fears the Arcane, as it is magic they can not limit directly, and not from any divine but rather, from mortals themselves. The circle is superseded by the Dukes, two families who funded the sailors that found "The Lockbox." They quickly become the richest family in all the City-States. This ends many of the religious disputes between the City-States, as many more people focus on the Arcane, rather than the Divine.
