Talon grew quickly from the surviving 800 elves and jerian races, and resources could not be produced from the limited land that was available. These wars were waged against demonic worshippers, tribal factions, and an elemental Primarch with its host.

Jeria was one of the most inhospitable and feral lands in the world, and as such it required great infrastructure to be build up, as well as standing armies, to defend their citizens.   The Crown Campaigns began due to Emperor Buruch'shyr understanding the situation before starvation set in, and mobilized his armies to tame the lands. These campaigns were extremely slow going, as they had to fight battles against vampire dens, plan hunts for great wyrms, and learn all manner of beasts and how to defeat them, but also build fortresses, roads, farms, and everything needed to make the land livable.   These campaigns were an unending process that revitalized the Empire, helping them grow quickly, but also distracted them from keeping an eye on what was coming from below.
