The Quori, knowing that their Story essentially ceases to exist and begins again every time a catastrophic calamity occurs upon Sartova and the Age changes, begin to come to all mortals in their dreams shaping their thoughts and dreams. They changed Sartova over hundreds of years, imprinting upon all sentients a sort of collective psionic belief-powered magic. They could, by unknowingly unifying their will, call down miracles.   This isn't to say the gods don't have wills, as the Stories do in fact have their own collective minds, as does Sartova (this is what causes the reset in the Torfield). The Quori here help mortals form divine magic. This, over time, created religion, as miracles began happening where many people believed in a certain faith, which gave it credence over lesser known ones. This is also why later, The Circle of the Heart in the Chapel of the Light tries to control any faith that grows too popular.
