The Constraints
These Constraints were agreed upon by King Willark I and the Provinces as part of the Great Unification
- Each Province must send a representative (or Councilor) to the Royal Court one-third of the year to sit on the Council. The Council acts as an advisor to the king and takes direction back to their Province.
- Provinces can determine their own method of selecting their Councilor as long as it doesn't involve civil unrest.
- Provinces may have their own Guard, which can be called upon by the Crown if needed for the defense of Sangania. The Provincial Guard is under the Royal Guard. Normally, Provincial Guards act as law keepers.
- No armed conflict is allowed between Provinces. Any such conflict will be put down by the Royal Guard.
- Provinces are responsible for collecting their own taxes and paying taxes to the Crown and Court.
- Magicians over the level of Senior Worker must become trained as Apprentices and be able to show proof of training and lineage to a Provincial or Royal Guard upon request.
