The Leviathan Syndicate

Upon the shores of nearly every land can be found opportunistic youngsters trying to make their way upon the high seas. Nearly 40 years ago, a group of these youngsters developed a technique to coerce a Bixi, the legendary dragon turtles to serve their will. Unfortunately, the crews decided that the best way to make money would be via piracy, using the Bixi to assault Oxchester and Reef Council vessels. After a few years of that, the Syndicate signed a treaty with the Fanagar Barony and the Empire, granting them asylum from the Reef Council and incorporating them as an official guild of both nations. Now they facilitate the trade and travel of the Empire and Barony, provided that no Imperial troops be delivered to Baron Fanagar's lands.

Structure

Much like a conglomeration of Pirates, the individual captains all pay tribute to their Syndicate Boss who gives a cut to the Tide King
