Hazard class mage

Under Rankan law, any wizard, sorcerer or warlock who can cast 6th level spells my register with the imperial authorities as a Hazard class mage.  Casting a 6th level or higher spell while not being registered is a capital offence.  All Hazard class mages must identify themselves on arrival at any settlement and are subject to co-opting by civil or military authorities in time of emergency.
Clerics and Druids are not subject to this regulation as they are monitored by their temples.  Bards are not subject to this regulation because, really, who can take a Bard as a serious theat...
