Eda Oweland

Eda is the senior council member, having been elected three times. She is also minor fishing magnate operating three large fishing boats and a traditionalist who has lived in Saltmarsh all her life.
Eda is a gruff, pragmatic woman. She keeps her greying hair short. Her face bears the marks of a life lived outdoors.
Eda is keenly interested in expanding Saltmarsh's fishing industry, particularly along a wild section of coast where she foresees a new dock being installed. She is openly suspicious of the dwarven mining enterprise, expecting it will not amount to much.
Eda is the first to volunteer when anyone in town needs help. Anyone who falls on hard times is readily invited to stay at the Oweland House while they get back to their feet.
