Undercity

Deep below the ruins of Liverpool, where the gangs hold the power in a anarchistic mix of truces and war, hides the remains of civilisation in this part of the country, a place where people recant passed down tales of what was, whilst dream of what could be. This is place is Undercity.

Government

Undercity is run by the elected Undercity council- representatives of the various factions and districts who work together to ensure the survival of Undercity and its inhabitants, hoping to one day be strong and secure enough to forgo the shroud of secrecy and retake the surface from the clans, once and for all

As well as enshrining decisions into law and deciding on expansion zones, the main purpose is to constantly balance the threats within the city that could de-stable the city and thrust it into chaos, and without, for should the clans gain access to the city, then all know the miniscule law enforcement prescence would not be enough to turn back the tide

Defences

Undercity, although barely staying alive and functional as a settlement, has a number of layers of defence that so far have held the clans at bay. First and foremost is the secrecy that surrounds the location of the surface entrances that allow passage between Undercity and the The Ruined City On the surface, many potential entrances have been sealed but those that remain are well hidden across the city, with locations hypnotically implanted into a citizens brain upon arrival or coming of age for underborn, with a failsafe implanted so, should a person be interrogated or even tortured for the locations of even one entrance, the body will suffer a fatal and sudden death. As draconian as this may sound, no failsafe has ever been activated and so the need for it has become the thing of myth, yet one which has meant no one has wished to even venture out for fear of being caught.

The only exception to this secret arrangement are The Bargemen. Although everyone on the surface knows of the protection all clans and settlements place on the nomads who move along the canalways of the ruins, offered by The Bargemen Contract, what isn't know outside of undercity and the Bargemen themselves is that, the Bargemen have allied themselves with Undercity, seeing their goals or returning a safe life for all, without repression and ruthless overlords, as one in the same for those underground and those on the water. The tunnels that the bargemen use to access undercity are the bets kept secret of the narrowboats, with many riches and fortunes hidden away from the prying eyes of greedy gangs and clanners, and so it is in their interest to keep them quiet, and by default the location of Undercity also remains unknown.

Beyond the secrecy, should a clanner stumble across and access point, and then make it through the warren of tunnels, passageways, dead ends, sudden drops and booby traps, they would be faced with a solid steel reinforced door which can only be opened in one of two ways - internally by guards posted at each exit, or from the outside using an implant that is administered only to the secret order of Enforcers whom take the oath to bring justice to the surface and return Liverpool to its people. Each implant is uniquely coded to the individual, ceasing to function if the heart stops beating, and with a touch of the hand, will open any of the entrances to the city.

Finally, once inside the city limits itself, there are the roaming units of lawmen and women whom answer only to the head of law enforcement, and the one unelected official of the council, who is simply referred to as The Chief. The Chief and their officers maintain law and order anywhere and everywhere within the city limits and are beyond contestation when they arrest citizens and take them to the court for trial and sentencing.

Guilds and Factions

The Trappers' Guild

The least prestigious guild that exists within the city, not just because of the trade they ply of hunting and trapping vermin and other creatures in the surrounding areas of the city, bringing back the meat and pelts for turning into food, linen and clothing, but because they are the newest entity to be brought into existence and be recognised by the council. Wielding little power, when compared to other institutes, they are seen as the group who are standing up for those who trudge in horrible conditions, doing jobs everyone else runs away from, but which are essential for the city to exist and, as such, are certainyl not short of allies within the populance.
