Everywhere you go in The Yotto Districts you can spot them working as guards, thugs, clean up, or escort these poor souls are the usual kind of muscle every District needs in order keep schedule. Sometimes they even form their own cliques while working under a Younger Sibling and create small gangs to extort locals and cause trouble. It can be hard to manage such large work forces so criminals do end up slipping through the vetting every once and awhile.
