Origin of the liveable rings

The rings were according to legend created by a mysterious ‘creator’ as a home and place to observe and exploit the world below. 
For an unknown reason, the rings were set up in a non-rotary orbit so there was always a light side and dark side.
They were built to match some long-forgotten home, they place magic aqua color crystals that generated an acceptable atmosphere. These crystal by some type of magic or technology, regulate the atmosphere of the rings and allow all the uplift creatures to call the rings home, they seem resistant to attack and when damage quickly self-repair.
The 'creator' it is said then brought creatures from other worlds and some even said from the world below and uplifted them to be intelligent and sentient servants.
When the creator withdrawn from the rings, they servants went on to form various stone-age civilization using the plentiful rocks and plants that fill the rings. While some have learnt magic, that might allow them to go down to the planet. None have been bold enough to venture through the massive lightning storms that cover the world below and to them the strange to them mix of darkness and lightning that such storm represent.
