Why is it the current rating isnt factor in to the roll?   Sure it costs more. By getting Law & Order from 2 to 3 is the same difficultly as getting it from 8 to 9.

I don’t think I follow your answer. You say three then one. Are you saying you can schedule and pay for three but only get one increase. So if you roll well first time the other two are wasted?

Yes, that's what I meant. Sorry if it wasn't clear. I see Jeff's point though. Characters who have high skills need to roll high to train those skills higher. Maybe we adjust the chart down a little (4 points?), and then subtract the Clan's current rating from the total roll. Maybe if you fail your roll, you only lose half your money. If you are successful, you lose all of it.
3 different ones? or can you duplicate? and if you duplicate and succeed on first roll, does 2nd roll go up in costs?

I'd say you can duplicate, but your rating can't wind up more than three points higher or lower than it was when you started the turn. Second roll would go up in money and Destiny, if your rating went up on the first roll.
