The two Deuces that are defined give a plus or minus to a type of NPC faction relationship. I think the Deuce of Swords should do the same, especially after reading the description.

but maybe the faction needs to be military/fighting order related???

I agree with Dhrakoth. I am not exactly how we make it happen but this card shouldn't effect Peonians. I'd like to add another 'twist' to it?

Do we want to add mercenary bands and fighting orders to the relationship web?

i thought any relationship out there was potential to be used on turn sheets.

Right now, the Deuce of Cups affects all religious orders. Maybe we limit it to Clerical orders, and make Deuce of Swords affect Fighting orders. Imo, Mercenary bands would be considered Outside Factions, and fall under the Deuce of Wands.

The reverse just needs a group who is willing to fight you. It could be Kaborans orc creature of another race as well right
