Their presence is more than simple law enforcement; it is a symbol of stability and a pledge that regardless of faction or social standing, the welfare of the settlement stands paramount.   Recruitment into the City Wardens is a well-regulated process, requiring thorough background checks and affirmation of loyalty to Ithica’s overarching governance. Young aspirants often begin as assistants or runners, gradually learning dispute mediation, local customs, and the city’s labyrinthine districts. Formal training includes everything from basic self-defense and reading body language to an awareness of cultural intricacies—after all, Ithica hosts merchants and travelers from many lands. The City Wardens pride themselves on measured responses, preferring dialogue or deft negotiation over brute force.   At the administrative helm stands the High Warden Council, a small group of senior officers with considerable experience in Ithica’s sociopolitical terrain. While they ultimately report to the Saeeum or Sarratum—and collaborate closely with other key factions like the Jade Tribunal or Sandsentinel Compact—the Council’s day-to-day decisions shape how the Wardens enforce regulations. When a Corsair captain flaunts the rules or when “spoils” from a raid lead to black-market haggling, it’s often the Wardens who navigate a delicate line—keeping the peace without igniting a feud. Through it all, the Wardens maintain a stance of impartiality. Whenever tensions arise, they remind each party, from renegade pirates to high-ranking members of the Great Ithrian Company, that Ithica’s well-being outweighs individual ambition.   In terms of armament, the Wardens typically bear light yet sturdy gear reflecting Ithica’s pragmatic ethos. Metal-tipped staffs, short swords, or sometimes crossbows are the norm, complemented by small earthen runes or amulets crafted by local artisans. These subtle magical trinkets allow for quick fortification of a door or the sealing of a corridor, bridging the gap between routine patrolling and defensive earthshaping. Moreover, senior Wardens may receive advanced training, granting them insights into Ithrian sand manipulation—though not at the level of the Sandsentinel Compact’s specialists.   Despite their significant authority, City Warden culture emphasizes that order cannot simply be imposed; it must be grown through mutual respect and fairness. This ethos resonates in every aspect of their work, from guiding merchants to filing thorough incident reports.
