Center for Kaelician Progress

Headquatered in Baldshar, this "civilian" think tank is really a thinly disguised arm of the Kaelic Empire military. This is where the latest developments in weapons and armors originate and are tested before being farmed out for production and distrubtion. Dispite the current peace time status of the empire, the Center continues its work assuming it's only a matter of time before their developments are needed.
