Arch-General Virgil
The Arch-General Virgil is Vizier of Nevrast, the northernmost province of The Kaelic Empire. Originally Virgil was one of the Marshals of the Empire, responsible for coordinating the defenses across the northern marches. At some point, Virgil decided led a coup against the previous Vizier, and seized control across a large swath of the northlands of the Empire. He is ruthless, authoritarian, and stern, and rules his province like a massive set of military camps. But he is just, after his fashion. It is not pleasant to come before the Drumhead, for either accuser or accused, but one might reasonably hope for some degree of justice to be served, and with only minimal bribes necessary.
The other Viziers do not trust this jumped-up military man who still styles himself with a military title Arch-General. But they cannot ignore him, for his province is large and weathly. Three of the Mountain Kingdoms of the Dwarves are within his borders, after all, and after the Dwarven Wars his land was the quickest to make peace, to return to some degree of normality. And its rumored that Virgil has been secretly conducting talks with the Highlands Folk who dwell north of the Empire, the Dragonborn and other such dwellers in the Far North.
