Outlander
Outlanders are those hailing from the Outlands and the Outer Astral Sea. Overwhelmingly most Outlanders are from the many gate towns of the Outlands, and therefore this ethnicity captures an extremely broad cross-section of outer-planes species.

Outlander culture values life experience and interpersonal tolerance. People who can show a varied and rich life experience possess a point of pride. Especially those who live a traveling lifestyle are held in esteem, and are seen has living well. By contrast, people who do not exhibit an interest or desire for change, or who stay put for a long time, are seen as homebodies and layabouts and are held more poorly because of it.
Outlander culture values interpersonal tolerance, to a degree which troubles those of other cultures and can lead to cultural friction. Most outlanders have experience meeting and knowing those from gate towns or areas of the outer astral sea influenced by the negative planes. Fiendish folk and those associated with them are not as uncommon to outlanders as to folks from the inner planes. Both celestials and fiends become less fantastic to Outlanders, and similarly those associated with them become more mundane. Therefore, outlanders often come to treat the existence of such folk as worthy and having rights just as they do. This frequently clashes with ideals which demand denouncement of the fiendish. For outlanders, this aspect of culture extends beyond acceptance of Tieflings, which is somewhat common throughout the multiverse, and often extends to acceptance of true fiends as well.
Acceptance and willingness to integrate with fiendish beings does not prevent Outlanders from applying moral and legal codes. Fiends would say that outlanders preach tolerance of fiends but do not practice it. Outlanders would say that being a fiend isn't wrong, but for a fiend to carry out acts of evil still is and is not similarly tolerated.
Most Outlanders are polytheistic and voluntarily pay respects to at least one deity. Worship of or interest in lesser-known deities and demigods is more prevalent among outlanders than among peoples of the inner planes due to the lesser power of those beings being undiminished outside of the interdict. On top of this, many cults for lower-level entities originated amongst Outlanders. The Cults of Hyperion and Demogorgon originated amongst outlanders, for example.
