The Mothers of the Veil are elite enforcers, mentors, and spiritual guides within the Veil of Fijorn. They serve as the bridge between the Sisters of the Veil and the High Matron, ensuring that all sisters adhere to the Emperor’s doctrine, while also acting as executioners, inquisitors, and instructors.
Roles & Duties of the Mothers of the Veil
- Enforcers of Loyalty: Ensure absolute obedience among the Sisters of the Veil, punishing dissent or weakness.
- Instructors of the Veil: Train new initiates in combat, espionage, and assassination techniques.
- Interrogators & Executioners: Extract confessions from traitors and execute enemies of the Emperor with ruthless efficiency.
- Keepers of Sacred Knowledge: Hold ancient texts, battle strategies, and historical records of the Veil’s greatest victories.
- Guardians of the High Matron: Serve as the last line of defense between the High Matron and external threats.
Appearance & Presence
Attire: The Mothers of the Veil are draped in elegant black robes woven with golden embroidery depicting sacred Fijornian runes. Their attire is both ceremonial and battle-ready, adorned with layered golden chains and ornate floral patterns that symbolize both discipline and beauty in devotion to the Emperor.
Veil & Mask: Unlike the Sisters of the Veil, the Mothers do not fully conceal their faces. Instead, they wear half-masks of gilded black steel, leaving their piercing, emotionless eyes visible—a reminder of their absolute authority.
Golden Roses: Each Mother of the Veil wears a golden rose pinned to her shoulder or cloak, a symbol of their mastery and unwavering devotion. The number of roses on their attire denotes their rank within the Veil’s hierarchy.
Cold & Ruthless: Their presence demands obedience. To meet the gaze of a Mother of the Veil is to feel the weight of absolute judgment—and few can withstand it without trembling.
Graceful Yet Deadly: Despite their ornate and regal appearance, their movements are fluid, calculated, and unnervingly silent, marking them as both mentors and executioners of the Emperor’s will.

Abilities
- Veil’s Presence. Any non-Veil creature that starts its turn within 10 feet of a Mother of the Veil must make a DC 16 Wisdom save or be frightened until the end of its next turn.
- Absolute Authority. Any Sister of the Veil within 30 feet can reroll a failed saving throw once per turn.
- Executioner's Precision. If the Mother of the Veil has advantage on an attack roll, the attack automatically crits on a 19 or 20.
- Phantom Step (Recharge 5-6). As a bonus action, the Mother of the Veil teleports up to 60 feet to an unoccupied space she can see.
Actions
- Multiattack. The Mother of the Veil makes two attacks with her Phantom Dagger or Shadowbrand Sword.
- Shadowbrand Sword. Melee Weapon Attack: +8 to hit, reach 5 ft., one target. Hit: 13 (2d8 + 4) slashing damage + 7 (2d6) necrotic damage.
- Phantom Dagger. Ranged Weapon Attack: +8 to hit, range 30/90 ft., one target. Hit: 9 (1d10 + 4) piercing damage + DC 16 Constitution save or take 14 (4d6) poison damage.
- Veil’s Judgement (Recharge 5-6). The Mother of the Veil marks a creature within 60 feet. Until the end of its next turn, the first attack against the marked creature has advantage, and if it hits, it ignores resistance to slashing or necrotic damage.
- Culling Strike. Melee Weapon Attack: +8 to hit, reach 5 ft., one target. Hit: 18 (4d6 + 4) slashing damage. If the target is below half health, it must make a DC 16 Constitution save or be stunned until the end of its next turn.
Legendary Actions (2 Per Round)
- Silent Step. The Mother of the Veil moves up to half her speed without provoking opportunity attacks.
- Death’s Whisper. The Mother of the Veil curses a creature within 30 feet, imposing disadvantage on its next saving throw.
