Azorius Senate

Structure

The current guildmaster is the sphinx Isperia. Beneath her the Triumvirate, each member heading one branch of the Senate.

Sova Column

The Sova Column comprises judges and the extensive legal apparatus surrounding them. It is tasked with adjucating and arbiting the effects of the law. The column employs legal aides, pages, librarians, experts on precedent, advocates for the accused, public prosecutors, and judges. Arbiter Leonos II stands at the head of the column. The rest of the apparatus in grouped into descending titles: judges, then deupties, and finally justicars.

Jelenn Column

The Jelen Column writes and enacts the laws of Ravnica, involving the efforts of not just the dedicated legislators, but also a network of bureaucrats, aides, writers, researchers, lobbyists, clerks, and so on. Senate members in Jelenn Column follow a path from scribe, to emissary, to senator, finally to Arbiter. Arbiter Uzana currently holds that position.  

Lyev Column

The Lyev column enforces the law as Ravnica's police force. The many-leveled hierarchy of the Lyev includes arresters, investigators, officers, and lawmages. The Lyev column is also venturing into the work of managing surveillance and precognition. The official ranks for these positions rise from officer, to imperator, to minister. Arbiter Sarvis oversees said ranks.

Public Agenda

The Senate is the legislative body of Ravnica. They write, enact, and enforce the laws of the city. Ultimately, they hope to bring about the perfection of society through regulation, bringing order from chaos. A society's values, they contend, are are reflected in the laws it creates. Something is good if it is lawful. To the Azorius, the highest virtue is a society built on stability and order, and the guild's elaborate system of laws is structured to prevent wrongdoing first and foremost, even at the expense of certain liberties.   The Senate embraces the belief that Ravnican society has come too far to succumb to chaos. Civilization can be saved only through the guidance of a strong, safety-focused government.

Assets

The Senate commands the city's police force as well as elite tactical forces. The latter can be broadly separated into cavalry - called hussars - and infantry. They maintain courthouses, arrestor stations, and civil forums around the city. Their guildhall, New Prahv, acts as a training ground, courthouse, educational facility, and records forum.

History

Founded by the sphinx Azor I, the Senate has always been a force of law in the world-city. The writer of the original Guildpact intended to leave Ravnica with a strong legal frame to support the other guilds' pursuits. Their aim has changed little over the millennia.

Military

Arresters comprise the Azorius martial arm under the Lyev Column. Broadly, they can be separated into mounted hussars and infantry.

Technological Level

The Senate employs a wide range of law magic and heiromancy in their work. Recently, they have discovered new uses of divination magic and have begun framing a system to include precognitive mages. Precog mages are used most frequently in crime prevention, cold cases, and missing persons cases.

Foreign Relations

Azorius View on Other Guilds

Because of its authoritarian, overreaching grasp, the Azorius Senate's relationships with other guilds are rarely positive. Azorius members tend to view members of other guilds as dangerous threats to order, while other guild members see the Azorious as rigid and tyrannical.

Boros: "Their vigilantism is tremendously dangerouss without a hand to control it."

Dimir: "A perenial thorn in our side. Though they were once our greatest foes, not even the masters of espionage can hide from our watchful eyes."

Golgari: "Their underground structures break numerous building regulations, but at least they fulfill their duties as garbage collectors."

Gruul: "The Gruul are dangerous anarchists with no interest in furthering the development of civilization. They serve no useful purpose."

Izzet: "Eccentric and occasionally explosive, but generally harmless, for now. In their paranoia they have enlarged their weapon stockpiles, but they lack the clarity of vision to put them to use."

Orzhov: "Their brazen exploitation of our laws will be their downfall. They are an insidious threat that could tear society apart from the inside."

Rakdos: "An absolute blight on Ravnica. They are clowns who know nothing of culture and exist only to torment the functioning members of society."

Selesnya: "The Conclave plays by the rules and keeps to itself. Until its members become too numerous, they are of little threat to us."

Simic: "The Simic experiment with matters that disobey the laws of nature and the laws of Ravnica. We must not let them gain influence."

Trade & Transport

As the city police force, the Senate oversees most of the trade within and without the city proper.   The Senate has written and enacted all laws governing trade and transport, and it oversees disputes thereof. Whether it's goods travelling via airship, city canal, or overland, or services being exchanged between business, the Senate has a hand in the transaction.

Education

Every citizen working within the Senate's structure studies history and law. Most receive a two- or four-year degree from an unaffiliated university before refining their education as apprentices and assistants to ranked guild members. In some cases--most often those who follow Azorius military paths--the Senate handles the entirety of the education.

Infrastructure

Those aspects of Ravnica's infrastructure which the Senate is tasked with building are uniform, strongly geometric, and long-lasting. Their architects, called konstructors, are in high demand by both the private sector and the public.
