Rising From Turmoil
Valendost was not always the thriving city it is today. Even in this age, it is riddled with poverty, but in years past, it was far worse. In the streets of Valendost, the hive of corruption, the infestation of crime, and the spread of total poverty was unparalleled at the time, and is why the capital was moved to Lycanfaust. That all changed during the reign of Yaeza. During those times, regions that stayed out of Yaeza's way - and thus ire - were utterly ignored. For some, this spelled out their eventual destruction, with no support from the crown. But for others, this opened a new path to freedom and propserity, loosed from the constant oversight of Eitridea. In those days, during the political turmoil, civil unrest, and growing crime rates in Valendost, Casca Richelieu emerged. Richelieu's background is shrouded in mystery and intrigue. It seemed that he had come out of nowhere, a nameless, faceless city watchman, now turned captain of the guard in Valendost. Unlike his predecessors, Richelieu was more than adept at navigating and negotiating his way through the political vacuum of Valendost. It seemed that he was accomplishing far more in far less time than anyone ever had for the city, totally isolated from the bribery and corruption of the past. During his time as captain of the guard, Richelieu rooted out and disbanded both of the two largest criminal organizations based in the city. He was the perfect figurehead, the paragon role model: charismatic, noble, handsome. It followed, logically, that a civilian following would amass. And it did.The Peoples' Hero
Richelieu's - or Casca, as he insisted his supportors call him - fame grew beyond the city walls. He became known as a gracious and generous authority, strict in his enforcing of the law, but always supportive of the people, fighting for a better life for the commoners of Valendost and its surrounding provinces. As his popularity with the civilian populous grew, it plummeted with the city's officials. By the time they realized that Richelieu's power could be a threat to their easy lifestyle and comfortable position, it was too late.Rise to Power
As one with such following, the causes that Richelieu supported thus gained in popularity and prevalence. One such goal was that of declaring Valendost an indepenent state. Richelieu was one of the major proponents, instigators, and possibly founders of this movement. At the time, Valendost was ruled by an Eitridean governor with little to no real interaction with the capital. He was widely known as one of the most corrupt individuals in the city, pandering to the aristocrat caste, trodding underfoot the commoners. As the movement to overthrow their corrupt overseers grew, so did Eitridea's instability. At its climax, Yaeza was assassinated, and Richelieu and his supportors made their move. Mere days after Eitridea's true - if not official - collapse, Valendost had been overturned, the The Valendost Concord founded, and Casca Richelieu placed at its head.Appearance and Demeanor
Casca is a human male of slightly above average height and build. He is accepted as being incredibly handsome, encapsulating Kemnin beauty (though rejecting its cliché of constant arrogance), with close-cropped whitish-blonde hair, dark green eyes, and sharp features. Casca is known as being nothing if not fair. Around others, even those he is close to, he is often reserved and quiet.
