Mad Mage

Physical Description-
The mad mage is a tall, gaunt elf with wild, unkempt hair that crackles with magical energy. Her eyes glow with a fierce intensity, and her skin is pallid and tight against her bones. She wears tattered robes that are adorned with arcane symbols and sigils, and her bony fingers crackle with energy as she weaves powerful spells.

Spellcasting: The Mad Mage is a 20th-level spellcaster. Its spellcasting ability is Intelligence (spell save DC 21, +13 to hit with spell attacks). The Mad Mage has the following wizard spells prepared:

• At Will: fire bolt, ray of frost, shield
• 4 per day: misty step, scorching ray, counter spell, fire ball
• 2 per day: dimension door, ice storm
• 1 per day: chain lightning

Actions/ Abilities

• Arcane Siphon- as either an action, or a reaction to taking damage from a spell, can drain a target. Deals 3d6 damage and heals the mage by the same amount. Requires Wis Sav DC 18, on success takes half damage. On failure take full damage, and if the target is a spell caster, it steals 1 spell slot from the caster and the mage regains 1 use of their lower level spells.
• Arcane Surge- (recharges 5-6). Uncontrolled Arcane blots leap off their person, striking anywhere they can see within 120 and becoming land mines of energy. Whenever a creature starts or ends its turn within 10 feet of at least one Arcane Surge Spot, it takes 10 (3d6) lightning damage.

Legendary Actions (3)-

• 3 legendary resistance- if failing a saving throw, can re-roll and possibly succeed
• Disrupt Magic (1): The mage targets one creature within range and attempts to disrupt its magical abilities, forcing it to make a saving throw or have their attempted spell fail.
• Blink (1): The mage teleport's up to 30 feet to an unoccupied space it can see.
• Arcane Siphon (2): make 1 attack using the Arcane Siphon Ability
