• Draco Regime Sol- Leader of the Talons and famed savior of the Demonic Invasions, Sol is a slender Elvin women with golden skin and a large staff, often dressed in rather unassuming traveling armor standard among the Talons. 
• Talon Small Fire- Head of the Dragon Talons, though often Defers to Sol, Small Fire is a proud Dragonborn warrior who has earned his name for his blazing speed and agility in battle. He rides a powerful dragon mount named Frisk, whose scales shimmer with red and gold hues.
• High priest Drogathar-  He is an elderly dragonborn with deep, resonant voice and a gentle demeanor. Drogathar has devoted his entire life to the worship of the Platinum Dragon, and he is widely respected as a wise and compassionate leader. He spends most of his time in prayer and meditation, but he is always available to offer guidance and advice to those who seek it.
• Record Keeper Lyra- The record keeper for the city of Rassenguard is a well-respected elven woman named Lyra. She's known for her meticulous attention to detail and her encyclopedic knowledge of the city's history and laws. Lyra is highly trusted by the citizens and the rulers alike, and her advice is often sought on matters of governance and justice.

Local Quests

• Molten Metal Armory: Durin, the owner of Hammer and Anvil, has been commissioned to create a new set of armor for a powerful dragonborn warrior, but he's running low on some key ingredients. He needs a rare metal called adamantium and a special type of ore called bloodstone to complete the armor. The players must venture out into the dangerous wilderness outside of Rassenguard to find these materials and bring them back to Durin.
• Dragon Egg Thieves: The dragonborn of Rassenguard have noticed a sudden increase in the theft of dragon eggs from their hatcheries. The players are hired by the dragonborn elders to investigate the thefts and track down the thieves. They soon discover that a rival faction of dragonborn, the Firescale Clan Bandits of the Intirior, is behind the thefts and is planning to use the stolen eggs to grow theeir number of dragon wyrmlings to continue raiding sky ships.

Factions

• The Dragon Talons- led by Small fire, these are the famed dragon riders of Rassenguard. Noted as some of the most powerful and versatile of the Talons, they are the ones most closely connected to the Draco regime herself, and many are dragonborn from the original Riders of Rassenguard. In total, there are 35 Dragon Talons, with 15 of them being based in this city. 
• Sunscale Clan- led by an older dragonborn warrior named Tharion. He is a stern and stoic figure who strongly believes that the dragonborn race should remain pure and separate from outsiders. Tharion and his followers are deeply suspicious of the increasing number of non-dragonborn residents in the city, and they fear that their traditional way of life is being threatened. They advocate for strict immigration policies and the restriction of trade with outsiders. Tharion is a formidable warrior who commands respect and loyalty from his followers, but his narrow-minded views have caused tension and conflict within the city.
• Firescale Clan- exist outside the city, they are a faction of bandits that use their dragon mounts to raid skyships passing over the southern mountains. 

Dragons Reach- The Training grounds for the Dragon Talons, carved out of the Mesa's side with a large training ground set on a rock shelf with a deep set fortress carved out of the rock face behind. 

• Scale Guardian Armory - Owned by a stern dragonborn named Drakar, this armory provides the finest armor and weapons for the Dragon Talons faction. Drakar is a devout follower of the Platinum Dragon and believes that the Dragon Talons' mission to protect dragonborn interests is righteous and just.
• Dragonsbrew- a large and bustling establishment, with wooden tables and benches scattered throughout the main room. The walls are adorned with shields and banners bearing the symbols of various dragonborn clans, and the air is thick with the smell of hops and malt. The owner, a gruff but jovial dragonborn named Gorn Ironscale, takes great pride in his brews and is always eager to share his latest creations with his customers. Gorn's brews are legendary among the dragonborn of Rassenguard, and the Ironscale Brewery is a popular spot for members of the Dragon Talons faction to unwind after a long day.
• Rorax: A dragonborn who was an original Rider of Rassenguard, Rorax is a skilled warrior and a natural leader. He is respected by his fellow riders for his courage, his tactical savvy, and his unwavering commitment to the cause of the Dragon Talons. Rorax rides a magnificent gold wyrmling named Sunflare, who is renowned for her speed and agility.

• Vayla: Another dragonborn rider, Vayla is a rising star in the Dragon Talon's. She is a fierce fighter who is equally at home in the air and on the ground, and she has a natural rapport with dragons. Vayla rides a sleek silver wyrmling named Moonshadow, who is known for her intelligence and her ability to anticipate her rider's commands.
• Arinna Windrider: An elf who joined the Dragon Talons after her village was attacked by a dragon, Arinna is a skilled archer and a fierce opponent in aerial combat. She rides a nimble green wyrmling named Leafwing, who is adept at evading enemy attacks and launching surprise attacks of her own.
• Kip Underfoot: A halfling with a fearless spirit, Kip is the smallest member of the Dragon Talons but also one of the bravest. He rides a sturdy brown dragon named Ember, who is well-suited for close-range combat and is fiercely protective of her rider. Kip is a skilled strategist and a master of improvisation, often coming up with creative solutions to unexpected challenges.

Ironscale - This is the industrial district of Rassenguard, where armor production is the primary focus. The district is noisy and bustling, with forges and factories producing armor and weapons of the highest quality. Ironscale is also home to skilled blacksmiths who produce masterpieces that can last a lifetime.

• Molten Metal Armory - Run by a Firegiant named Drog, this armory specializes in crafting armor and weapons using a unique forging technique that involves heating the metal to extreme temperatures, producing armor that can withstand even dragon's breath. Drog is a master blacksmith who takes pride in his work and is always looking for ways to push the boundaries of his craft.
• The Iron Alehouse - Owned by a burly Dragonborn named Gruumsh, this large inn and tavern caters to the workers of the Ironscale district, offering hearty meals and strong ale to help them unwind after a hard day's work. Gruumsh is a former Rider of Rassenguard who has settled down to provide a safe and comfortable place for his fellow laborers to relax and socialize.

The Wyrms Nest- Located on the Bluffs outside Rassenguard, The Wyrm's Nest is a district that is dedicated to the care and breeding of dragons. The Wyrm's Nest is comprised of several facilities, including a hatchery where dragon eggs are incubated and hatched, a nursery where young dragons are cared for and trained, and a stable where mature dragons are kept. The district also features a market where dragon-related goods and services can be purchased, as well as an arena where dragon riders can compete in thrilling aerial battles.

• The district is managed by a wise and experienced dragonborn named Drogath, who has dedicated his life to studying and caring for dragons. Drogath is highly respected by both man and beast alike, and his knowledge of dragon physiology and behavior is unparalleled.
• Drogath is a respected member of the Dragon Talons faction, but his primary loyalty is to the dragons themselves. He believes that dragons are not mere beasts to be tamed and controlled, but sentient beings with their own thoughts and desires. He is committed to ensuring that the dragons of Rassenguard are treated with the respect and dignity they deserve, and that their natural habitats and behaviors are preserved.

The Bazzar- A market carved out of the Mesa roughly halfway up the cliff. There are a number of diffrent shops that exist here, However one of the district's most distinctive features is its thriving trade in monster meat, which is harvested from the dangerous beasts that roam the interior of the continent. The meat is prized for its exotic flavor and its perceived medicinal properties, and is a popular delicacy among the wealthy and adventurous.

• Meat Market- specializes in the sale of monster meat. The owner of the shop, a dragonborn named Grommash, is a gruff and imposing figure who takes great pride in his business. He is known for his expertise in identifying and preparing different types of monster meat, and his shop is widely regarded as the best place in Rassenguard to buy it.
• The Healing Hearth is a small store located in the heart of the Trade District, owned by a half-elf named Aria. Aria is a skilled healer who specializes in using natural remedies to treat a wide range of ailments. Her store is filled with herbs, tinctures, and other healing supplies, and she offers a variety of services, including consultations and personalized treatment plans. Aria is a gentle and empathetic person who is passionate about helping others, and she often offers her services for free to those who cannot afford them.
• Hammer and Anvil is a small shop run by a skilled Dragonborn named Durin. He specializes in crafting high-quality products, and is known for his attention to detail. Though his inventory is limited, adventurers seeking custom pieces flock to his humble establishment on the outskirts of the Bazzar.
• Kethra is a tall half-elf with a no-nonsense demeanor. She's a seasoned adventurer and has been coming to Hammer and Anvil for years to have her equipment repaired and upgraded. She's always in a hurry and doesn't waste time on pleasantries, but she appreciates Durin's skill and craftsmanship.
• Radak is a human mercenary who's passing through Rassenguard on his way to a job in the next town over. He's impressed with the quality of Durin's weapons and armor, and decides to treat himself to a new sword. He's jovial and talkative, and enjoys swapping stories with Durin while he waits for his new weapon to be finished.
• Lyra is a shy tiefling who's never been to Hammer and Anvil before. She's nervous about being in the shop, but Durin's kind and patient demeanor puts her at ease. She's looking for a new set of leather armor, but is having trouble finding something that fits her small frame. Durin takes the time to measure her and makes adjustments to a set of armor he has in stock until it fits her perfectly.

Platinum Sanctum - The religious district of Rassenguard is dedicated to the Platinum Dragon, and the district is home to several temples and shrines devoted to the deity. The buildings in this district are built of white stone and adorned with intricate carvings and decorations that honor the Platinum Dragon.

• The Platinum Sanctuary is a grand temple in Rassenguard dedicated to the Platinum Dragon. It's made of white marble and adorned with golden symbols. Inside, the dragonborn priest Drogathar oversees the worship and offers guidance to the faithful.
• The roaming guard Jorn is a tall, muscular dragonborn warrior in gleaming plate armor. He's known for his strict adherence to the law and is respected for being tough but fair.

Travelers Way- residential district that has been growing for several years, filled with outsiders that have moved to the city in the wake of the Reigning Dragon setting the city up as her seat of power. The residential district for new residents is located at the base of the mesa, and it is a melting pot of different races and cultures. The district is built of wood and stone, reflecting the diverse backgrounds of its inhabitants. The houses are smaller but cozy, and the district is a vibrant hub of trade, commerce and movement.

• The Lucky Coin Inn - Managed by a jovial halfling named Pip, this small and cozy inn offers a comfortable place to rest and relax, with friendly staff who are happy to chat and share stories with guests. Pip is a seasoned traveler who has settled down in Rassenguard to share his tales and provide a homey atmosphere for weary travelers.
• The Fire's Breath Inn and Tavern - Owned and operated by a formidable dragonborn matron named Hethra, this large inn and tavern offers a comfortable resting place for travelers, with dragonborn staff who take pride in serving their own kind. Hethra is a skilled chef and brewer who is known for her spicy dishes and fiery ale.

Scaled Path- The residential district for Dragonborn, the oldest part of the city and is located on the top of the mesa. The district is built of stone and decorated with intricate dragon motifs, reflecting the culture and traditions of the dragonborn. The houses are spacious, with plenty of room for dragonborn to stretch their wings.

• Claw and Scale Armory - Run by a gruff but friendly dragonborn named Garak, this armory specializes in crafting armor and weapons that are tailored to the unique physical needs of dragonborn. Garak is a retired adventurer who has settled down in Rassenguard to pursue his passion for blacksmithing.
