Similar to the Maratha empire, the Mujulaain Empire had the Ashtapradhan (The Council of Eight). In the Mujulaain there are 7 ministers, the King and the unofficial last member, the Queen. The King acts in the role of Pantpradhan or Peshwa. He was essentially Prime Minister, general administration of the Empire. The Queen controlled non-security, non-financial and non-justice relations domestic affairs. The rest of the ministers are as follows:
Amatya or Mazumdar – Finance Minister, managing accounts of the Empire
Sachiv – Secretary, preparing royal edicts
Mantri – Interior Minister, managing internal affairs especially intelligence and espionage Senapati – Commander-in-Chief, managing the forces and defence of the Empire. Anik Kadam served as this for King Rajaram.
Sumant – Foreign Minister, to manage relationships with other sovereigns Nyayadhyaksh – Chief Justice, dispensing justice on civil and criminal matters Panditrao – High Priest, managing internal religious matters

Physical exercises were popular with men and wrestling was an important male preoccupation for sport and entertainment, and women wrestlers are also mentioned in records.[109] Gymnasiums have been discovered inside royal quarters and records mention regular physical training for commanders and their armies during peacetime.[110] Royal palaces and marketplaces had special arenas where royalty and common people amused themselves by watching sports such as cock fight, ram fight and female wrestling.[110] Excavations within the Vijayanagara city limits have revealed the existence of various community-based gaming activities. Engravings on boulders, rock platforms and temple floors indicate these were popular locations of casual social interaction. Some of these are gaming boards similar to the ones in use today and others are yet to be identified.
Literature covered such subjects as religion, biography, Prabandha (fiction), music, grammar, poetry, medicine and mathematics.

According to Chopra et al., in addition to their monopoly over priestly duties, Brahmins occupied high positions in political and administrative fields.
In stark contrast to the commoners whose lives were modest, the lives of royalty were full of ceremonial pomp. Queens and princesses had numerous attendants who were lavishly dressed and adorned with fine jewellery. Their numbers ensured their daily duties were light.
