Remember the Night of Dragon and Blood.

That phrase is among the first taught to all in Lenayn, now.  While the Elves did not suffer immediately at the hands (and claws) of Oilleg and Nephraedis... their homeland swelled with the refugees of Kin.  They endured the horrors of attempting to save as many as they could - and of witnessing the brutality of Oilleg and his minions on the refugees until the moment they reached the Walls.
The Elves have borne witness to much change since they first were woken to the World - their Eldest claim that the last three hundred years have been the worst of all they remember.
Elenwen's law demands they give compassion and mercy to those who need it - but the Elves know that all that they are is at risk if the Refugees do not acclimate.  For this reason, they have ensured that all children born in their lands must learn to speak as civilized beings.
