Parnoprema

Parnoprema is an Technological Aristocracy located in the mountains of Northwestern Acuphera. It is ruled by a council of guild leaders who control various industries in the country. They are frequently referred to by the same name as the place they meet: The Immaculate Citadel.

Government

The Guild Council is supposed to be composed of the best and brightest minds in Parnoprema. Innovators, inventors, merchant-savants, military tacticians and spell savants make up the council and make nearly all decisions by vote. This results in fierce debate and relatively slow decision making, but often results in balanced decisions. This does also invite more backroom dealing and corruption.

Geography & Climate

Parnoprema is a mountainous region with territory claimed both above and below the treeline. The land is difficult to work for agriculture but the mineral and timber resources are plentiful. The capital is located on the Parnoreka river, and has trade access to the ocean and port towns this way. The Parna Valley a humid place that is misty or foggy frequently throughout the year when it is above freezing.

Notable Features

The architecture of Parnoprema varies widely, but tends towards brick and stone more than other cities in the region. Overall the city looks ecletic or even messy in it's design as it has grown organically and there is a greater than average percentage of artisans living there.
Parnoprema has not only the finest steel and metalworkers, but also the most advanced alchemists and the most proficient gunsmiths and tinkerers in the region. Parnoprema uses it's technological advancements and knowldege as bargaining chips, but only in dire circumstances.
Parnoprema relies on technology and defensive positioning in the mountains to maintain their soveriengty, despite their limits in population and military size.
During times of particular threat from outside military forces, there have been internal calls for a more centralized form of government and some of these attempts at reform/revolution have nearly been successful, creating a caution towards particularly violent or charismatic council members.
