Some find your jokes endearing, some do not. When interacting with a neutral NPC, you can make a Performance check to tell a silly story or joke, and on success, the NPC will become friendly and will try to help the party, even offering them food or temporary shelter. If you roll a Nat 1 on your Performance check, the NPC's opinion of the party drops to negative, and they will be unhelpful and dismissive.
