Basillian Council

The Basillian Council is a governing power into four branches to form a democratic confederation with elements of a direct democracy and ceremonial monarchy.   The Lighthouse Assembly is the core leadership of Basilla. It's composed of twelve members, each representing a pillar of society such as justice, military, trade, education, agriculture, and the arts. Six members are elected by their communities to serve four-year terms. The other six members are chosen randomly from a pool of willing, qualified candidates. These citizens only serve a single year term each, providing fresh perspectives to prevent stagnation. While the Assembly prioritizes consensus-based decision-making, a majority vote is sometimes necessary. Their chamber, Hearthwatch Keep, is adorned with an ever-burning lantern—a symbolic reminder of their duty to provide a brighter future for Basilla.   Governance isn't confined to the Assembly; it flows through the Wayfinder Forums, ensuring that every islander has a voice. Each of the major islands hosts a monthly gathering where citizens can propose laws, discuss policies, and air their grievances. These forums are open to all. Any major legislative proposals have to pass through these forums before reaching the Hearthlight Summit. The summit is an annual gathering where significant policies are debated and finalized. The Hearthlight Summit is a festival as much as it is a political event. Spirited debates are held during feasts and performances.   The Lantern Keepers serve as an impartial council of wisdom made up of historians, philosophers, elder states-people, and scholars. While they hold no direct power, their experience is invaluable. They are guardians of tradition, ensuring that the Lighthouse Assembly adheres to Basilla's core values, and are mediators in conflicts between council members or islands. Most importantly, they're keepers of Basilla's historical records and work to ensure that past mistakes aren't repeated. They hold the Right of Illumination, which allows them to call for a public review of any policies that may lead Basilla astray.   Their headquarters is the Constellation Archives and houses a vast collection of maps, scrolls, and records. A majority of these records are accessible to the public. The Queen and King of Basilla don't act as rulers in the traditional sense. They're known as the Harbor Guardians, a ceremonial role that makes them a symbol of unity for their people. Their duties include mediating deadlocks within the Lighthouse Assembly, overseeing transitions of power, and representing Basilla in diplomatic affairs. As of now, Zakina and Rikius Falenmir have served as the Harbor Guardians for over a century.
