Helenskep Couples with Parcadia

A formal relationship is made between Helenskep and Parcadia for trade for munitions, military educational exchanges, and protected trade. This new relationship, called a Coupling, is a first for Parcadia, as it allows Helenskep to keep its own government.   Parcadia can now send small trading vessles through Helenskep as the Helenskep Naval Militia will protect them until a certain distance past the Picnic Islands. Promising young students can go to Parcadia schools for a year or two.   Helenskep will not recieve military aid beyond the ability to send their officers to Parcadia for seminars. Parcadia recieves a formal writ to use Helenskep as a port, but Helenskep will not rebuild to accept larger ships.
