The fire began on the evening of Morksalut, the winter solstice festival, when a merchant accidentally knocked over ritual candles while conducting an unauthorized ceremony. The fire raged for three days, consuming nearly two-thirds of the city due to drought conditions, strong winds, narrow streets, and festival celebrations that slowed response time.
The fire led to significant reforms:
- The "Black Stone Edict" requiring stone for first floors and firebreaks
- Implementation of wider streets in rebuilt areas
- Development of more side cannals as a firebreak
- Establishment of the formal city guard with fire prevention duties
- New architectural standards throughout the city
