Joygrounds
Most dealers simply sell their BTLs and let their users use them at home. Joygrounds, however, are places where you can peruse some BTLs on-site. Formally they only supply prescribed BTLs, making them a legal business. In reality, the backdoor is always open for those willing to pay the right price.
The police will occasionally raid one of these, but only to keep up appearances. Nobody really cares about suckers that waste half a day's income on a single hour of pleasure. Of course that changes when they suspect nastier BTLs are sold, or if a Joyground is used for selling other drugs.
Most Joygrounds are located in somewhat-decent neighbourhoods. Sometimes one is started in worse areas, but those tend to get robbed too much to make them worth the investment. Especially since the local dealers tend not to like the competition.
