Stormbinders

Stormbinders are circlet shaped relics of the Planar Convergence that are believed to allow the wearer to bind storms to their will and control them. How they accomplish this and where they come from is a mystery to even the top scholars of the F.E.A.R. Institute, only a select few members of the Eyes of the Storm have even been able to use one on a small scale.

Utility

It could be argued that the usage the Eyes of the Storm foresee for the stormbinders is misusage but they are the only ones with them so they determine what is proper for it. Since only two have been discovered thus far, one is actively being used for research having test run on it by the F.E.A.R. Institute and the other is used by the Eyes of the Storm to manipulate small weather events while they train in the usage of it to one day be able to control the void storms.

Access & Availability

There have only been two stormbinders discovered on record and those records are only accessible to the upper echelon of the F.E.A.R. Institute. The Eyes of the Storm have a vested interest in keeping it that way and ensure that they are not commonly known about.

Discovery

The first stormbinder was unearthed in a mining encampment by those who were none the wiser. A spy for the Eyes of the Storm was "coincidently" present at the time and was able to steal away the stormbinder without drawing the wrath of the fiend taskers. It is believed that stormseers within the organization were able to see the stormbinder and had a hunch about where it would appear even though they did not have a clue what exactly they were looking for.
