Inside the bustling hive that makes up the majority of the city, there is relative peace. These citizens kept caged in their racial layers of the city, three or four floors before their roof, they know that they will be given a measure of freedom if they pay their taxes and obey the Crimson Covenant. The worst they fear used to be just a magical voidstorm once a month. But the times are changing. And those in control refuse to change with them. Lycanthropy has been sweeping through the destitute districts of the city's first level, ripping the poor from their families and gangs to turn them into monsters. The guard has tried to keep a handle on the situation but even the best of their detectives can't chase them beyond the edges of the criminal Burrows. And they refuse to chase any further. Down beneath the cities, the Burrows stretch through old mining tunnels and sewers, harboring and hiding blood magicians and their undead patrons. Holding them safe until their plan to assault the city's mage-lords can come to fruition. Biding their time with supernatural patience. All the while, the mage-lords rest up in their paradise atop the city in real sunlight, with breathing room and all the time they need to come to any decision they wish, pursue any fancy, live any dream. And most of the city will let them. Except those angry, downtrodden rebels that have been expanding recently. But the mage-lords assure that they have a plan for these rebels, but they wait to execute, even as their guards die with every skirmish.
