Parley of Fools

The Parley of Fools is the ruling body of the Corsair Alliance. It is made up of those who are unable to do other work, so they can still contribute to the collective with their minds (Although those who are clearly menatally incapable move into retirement). They are led by a Speaker, but only in the sense that he presides over and mediates the discussion. Some members only spend a few years in the Parley, while others, such as those from longer-lived races with a longer period of old age, or those who became disabled or infirm while younger, can serve on it for decades.
