Occulta Dominum
The Empire has been through much, and the leadership has come and gone, however since the days of the Dark Emperors disappearance a large powerful organization has secretly been controlling the empire from behind the scenes. They are powerful sith, businessmen, traders, smugglers and politicians. They keep an eye on everything and with their diversity they have a hand in all things that go on in the empire. They have the influence to make sure what they want is what happens, the Empress is in power because they wished it, the economy is bad because they can use it to easily controll the masses.
Structure
The Dominum has a strange hierarchy system. There are thirteen circles of power. The Inner circle is the equivilant of a high council or parlament and is where all decisions are made. Below them are the twelve circles that enforces the Dominums mandate and ensure that operations are going as planned. Individuals within any of the circles are considered very powerful and important and is not questioned by those below them.
Public Agenda
The Dominum is not publicly known, and they gather their members through specific recruitment processes, usually giving those considered for a position little choice in the matter and will kill to avoid exposure. In all official capacity the Dominum does not excist.
Assets
The Dominum by it's very nature has a wast list of assets. Being run by some of the most powerful individuals in the galaxy they control major corporations and governments throughout the galaxy giving them access to everything from galactic trade and manufacturing to military installations and assets. They have large fleets and matching armies both fighting for the Empire and working in the shadows all to further the Dominums cause.
History
The Dominum was founded in 32503 TYA at the end of the Sith Civil War. The true Sith Empire had remained hidden for decades after repeated defeats in wars against the Galactic Republic. Whilst the Emperor was still in charge several powerful Sith decided it would be in their best interest to work together, counter to the Sith teachings and nature.
They understood that to truely be strong they needed the reach and combined strength of many to achieve any lasting goal.
The group was very small at first, only consisting of a few Sith of lower standings, but they found a chance to grow freely when the Emperor dissapeared and by the time of the next war they had prepared.
Before the sacking of Coruscant the Dominum leadership had recognised the need for expansion to spread their influence and control. They set aside their distrusting nature to some exctent and sough not just Sith and military commanders they went out to find rich and succesful businessmen. Quickly the organisation grew gaining more influence and dominance over the Empire to the point where they could influence and control major decisions and events. Only those they wanted in power would hold it and only those conflicts they apporoved would be pursued.
For years they have worked to solidify their positions waging war when they saw fit or to boost economical growth, and enforcing peace for the very same reasons. In truth the greater galaxy is nothing but a sandbox for them to shape and mold to their liking. Although the average citizen is important to the Dominum in the sense that they are both the consumers and workers, their worth is nothing but a calculated number. The Dominum has no iissues with genoscide if they thought it wopuld be good for business and haver on several occasion both ordered executions or mass murder in order to change certain aspects or events to their favor.
