Cutter

A Cutter is a sovereign k'siia specimen, often with a sense of malice or old imperial conditioning. However some are simply lost, distraught, or untrusting of the Second Siivakian Empire, and remain 'cutters' as an entity separate  and cut-off from the new empire. The empire feels obligated to change or combat the majority of Cutters, as they can potentially be dangerous, prejudice, inspire treason, damage the reputation of k'siiva with others, or block them from access to historic knowledge.
