Liruma Mandate

The Liruma Mandate is a powerful international union and military alliance that dominates known space, established in 4978 by the Convention of Seven, a meeting of the ruling nations of the Liruma star system. Its member nations contribute Delegates and Senior Delegates to its tiered system of legislative councils, which deliberate over international law and trade policy. Since 5107, delegates are chosen by an electoral process which the Mandate obliges of its member nations, the details of which are outlined in its updated Charter as modified by resolution C3-Res-F50-Char. Failure to comply and maintain Mandate-approved electoral policies can result in penalties on outstanding loans and being barred access to international credit. At the top level of Mandate government sits the Global Development Council, an elected body of senior delegates that maintain ultimate say on passage of legislation and enforcement of economic policy, as well as declarations of war. While seating on the GDC is theoretically open to all member nations, this does not play out in practice.
