First Shield
Government
The seat of the northern himisphere's power is in First Shield. The union is led by a council, this council is composed of elected individuals from each city state. The council then elects a high councilor from their members.
Defences
The standing army of the union is formed by manditory conscription for 3 years of service and a standing malitia training regime. The military also has volutart service that provides benifirs for those that choose to enlist.
Infrastructure
Each city state is raised as a completely self sufficient colony, with sustainable resources as a key factor in the location.
