Please be advised that the Four cities attributed to the Rivershire Treaty do not, in any way recommend the research, communication or visitations with the members of the Blighted Woods. Those who reside within the Blighted Woods, and who are not affiliated with the cities, are dangerous. As such, pursuing aspirations similar to those expressed by Rebecca Lightfoot are most certainly attributed to an unnaturally short lifespan.   The Hunger, also known as "The Blightwood Cannibals" and the "Ravenous Hoard" are not misunderstood or otherwise misrepresented by the four cities. Several cases are documented of their wild and violent natures. These individuals are known to preform hoard like raids on the outlining settlements and are the frequent bane of the Watch. Please be advised that disregarding this warning is done at your own peril and is not recommended. Should your involvement with the terrors of the Blighted Wood create a situation of peril for the citizens of the four cities, be warned that legal action will be pursued. Punishment for the reckless endangerment of the four cities, by way of provoking the denizens of the Blighted Wood include; incarceration, mandatory labour, exile, indentured servitude, public shaming and in more extreme circumstances, execution.

I think you really nailed the contrasting voices and tones between the journal entries and the PSA.   I also couldn't help but notice the contradiction between the "not intended to malign" clause and the very direct characterization of the Hunger as dangerous at the end. I imagine this is intentional, though!
