Starspire

The city of Starspire sits on a peninsula at the mouth of The Placid Sea, where it controls shipping coming in and out of the sea. A part of the Aurean Empire empire since it was ruled by dragons, the city has effectively become independent in recent years, taxing shipping and taking control of remote ports and islands. The empire, greatly weakened and lacking any significant navy, has been unable to respond, accepting a small tribute far less than it would normally tax such a wealthy province to tacitly allow the expansion.
