Spokescouncil
The Nuavaaoaa Spokescouncil is the representative body that meets four times a year--at each equinox and solstice--to provide popular direction to the Committee as well as review Committee decisions and projects and deliberate on important matters of justice. In essence, while the Committee is a body of expert technocrats, the Spokescouncil is an organization of and for the people directly. Ideally, each spokesperson would be chosen from regional spokescouncils, in turn comprised of spokespeople chosen from local spokescouncils. In practice, because of the settlement's reduced size, this is only reflected in the Tyldaaii area; all others skip one or more of these steps, such that a dispersed region might have only one spokesperson that is directly on the settlement-wide spokescouncil.
