Fertility--in terms of a bountiful catch of fish, as well as procreation--and sibling bonds. In some cultures he is even viewed as a god of luck because of the famous bet with Urgon.

Divine Symbols & Sigils
The Trident is a common symbol worn by sailors, and along with Bastill's symbol, marriage counselors and fertility shaman's wear a symbol of Halgon's head in profile when performing their duties.

Sharing one's wealth is a big thing amongst Halgon's followers, and along with maintaining one's own relationships, followers stress the importance of helping your neighbor with his or her relationship problems.
Holidays
On the believed date of Urgon's imprisonment, a festival is held stressing the importance of brotherly love. In some cultures this festival is dedicated to Halgon instead, or the two might be worshipped in conjuction. During the middle of the spring, Coastal cities offer up gifts to Halgon, in the hopes that he'll provide another bountiful fishing season in the summer.
Divine Goals & Aspirations
All Halgon wants is for everyone to get along, though deep down he also hopes that this will serve as an example to his own brother, and that for once he might have a proper sibling relationship with his unruly older brother.
Physical Description
General Physical Condition
Halgon is the exact opposite of his brother in every way, being of a somewhat muscular build, and looking hearty and hale as a man in his twenties.
Body Features
Like his brother he's depicted with green skin, though the hue is more pleasing to the eye--though in merrow culture he's depicted as a merrow himself, with sea green scales, and a prominent fin adorning his head.
Facial Features
Halgon is lean of face, with a square jaw, and plump lips.
Identifying Characteristics
The only flaw to his otherwise handsome face is a set of three scars on the left side of his face, given by Urgon after their last fight--when Halgon released Urgon for a short time.
Special abilities
Unlike Urgon he has no control of the waves, though he does bring blessings on coastal and underwater communities, and, no matter where they dwell, he can cure those who suffer infertility. Of course, this has proven to be limited at times, for the role of fertility god of the land already falls to his sister Bastilla, goddes of fertility and nature.
Apparel & Accessories
Halgon is always clad in a robe of sea weed, and atop his head rests a crown of coral, and around his neck is a necklace of sea shells.
Specialized Equipment
One artifact of note is Halgon's trident, which is viewed in some cultures as a sign of his fertility god status--the trident possibly representing a rake or hoe--though this is debunked by the fact Halgon is more concerned with sea life and procreation. More likely the trident is just a badge representing his station as Sea King, for the same trident is seen in ancient depictions of Urgon.

Once he had a minor role when it came to overseering the daily functions of the sea, till he won a bet with his brother Urgon--the specifics of which vary from myth to myth--and gained further control of the sea after Urgon was imprisoned in the trench.

Though he is commonly depicted as a man, Halgon is actually omnisexual, and had even given birth to some of his children.

Accomplishments & Achievements
Won a bet with his brother Urgon, thus gaining higher status in his role as a sea god, and gained the title of Sea King after Urgon's imprisonment. But secretly he fears losing all that he's gained, and thus works hard to prove he's the best for his post.
Failures & Embarrassments
At one point in his career he almost set Urgon free out of pity, but quickly re-shackled him after the former Sea King wreaked havoc on the surface with a torrential tsunami. From that day forward he lost trust in his brother, though he used the experience to nurture a healthy bond in other siblings.
Mental Trauma
Halgon has never been lucky in love, as every relationship he's ever had--be it mortal or otherwise--always ends in tragedy, and some of these tragedies have been wrought by his brother--which may be part of the reason why Urgon was imprisoned. That, and most of his children have taken after his brother, becoming brutal conquerors or selfish money hungry pigs. This only accounts for the children Halgon has had with Merrows, as it is nigh impossible for him to have children with surface dwelling races.
Intellectual Characteristics
Halgon has proven to be a shrewd gambler, but outside of this, he shows little aptitude for much else, save as a relationship counselor for unruly siblings, or couples who've lost the spark.

Halgon believes in producing in plenty, and to share the bounty amongst others, and to maintain relationships both new and old.
Taboos
If there's one thing Halgon hates, it's wasting good food, and thus one of his most famous tenets is "keep that which is caught in the net, and dare not throw it back."

Halgon is hopeless romantic at heart, and despite how his relationships have ended in the past, he hopes to have a spouse of his own, and live happily ever after.

It's easy to deceive Halgon, as he's not good at seeing an obvious or veiled lie, but when it comes to couples counseling he can see where the problem lies, and work out the rest from there.
Likes & Dislikes
Halgon is a pacifist, and thus prefers to settle disputes over a civil discussion, rather than through bloodshed. Another pet peave of his is wasting food, which will earn the Sea King's ire.

Halgon is slow to anger, and is quick to forgive, that, and he can be relied on in troubled times.

Along with being a hopeless romantic, Halgon also has an insatiable lust, and coupled with his naivety, he's gotten into trouble once or twice for sleeping with a married mortal with a sob story to tell.

Another thing that Halgon doesn't have in common with his brother is grooming standards, as the Sea King spends most hours on his personal hygiene.
