Mateer

Mateer was created when a past Earl decided he wanted to build a remote base where he could stay safe no matter what.   He chose the most inhospitable part of the island and built a castle there.   Many people consider the Earls of Bisafa to be weird fools.

Demographics

The small population located in Mateer is only here because for some reason one of the past Earls decided this was the place he wanted to base his castle.   This may be because he is Eurabic and did not want to be in the minority in Bout, the previous capital.
