There are untold billions of stars, but to humans, their pocket of the universe only consists of a scant million or so, just a corner of their own Milky Way. According to current calculations, even with the most advanced Dark Matter Drives, it would take over 700 years to reach the opposite end of the Milky Way. The Federation hasn't even been around long enough for that. Solspace is a big enough for the great majority of humankind. If one wants some distance between them and the Federation, they can go yet further... or they can go to Nocte Ventus.
