Nozomu

Sometimes called "The Ruins of Old Ithalin" or "The Shelter of the Ithali" Nozomu is the last safe and permanent home of the Ithali Elves placed on Lim's Isle. 
Following the devastation of the Race after The Return, what survivors existed forged Nozomu out of defiance and willpower. 
What few visitors have been allowed to enter the city describe an extremely peaceful and cooperative city of Elves. Long gone is the infamous culture of warriors and spies, replaced by one of simple fishers, merchants, tradesmen, and philosophers. Surprisingly advanced Technology such as trolley cars and other modern amenities flow through the city, enriching the lives of its citizens. It has been described as "the most peaceful place in the world."
In the common day, Nozomu is mostly known as an oddity of a city/settlement. It allows an extremely small and heavily vetted amount of visitors, and allows no non-Ithali elf settlement. It is meant purely as the home of the Ithali and a possible future for its people, and little else.

Demographics

Nozomu and its island is almost entirely Ithali Elves, barring a few heavily vetted visitors.

Government

The Ithali/Nozomu government is small. At its head is the Omo Rikurema, or Lord Reclaimer, which has been held solely by Masumi Mashiko since the Fall of Ithalin in the late Second Age. Under the Omo Rikurema is mostly a series of lower advisors, and council members. Since the city is so small, it is run much like a middle sized town, with Masumi often seeing to most matters of governance personally.

Defences

The island and city is mostly defend by a small core of citizen militia, most of which were once warriors during the second age, as well as powerful magics created both by local mages, as well as help from the Schola Magus. 
But its truest defense is a lack of interest. There is little need or use for a small island nation of mostly isolationist Elves with few natural resources.

History

As a part of the Return, the once martial and powerful Ithali Elves were nearly driven to extinction by the activation of a strange arcane machine that simply uncreated most of the life on the Ithali Isles, including most of the Ithali Elves.
After the Return, survivors led by Masumi Mashiko and Abe Katsu, the last nobles and leaders of note of the race, returned home to try and rebuild their islands and people.
The process proved difficult, made worse by the sudden change that all Elves experienced in fertility. 
Since then, the island city state has spent most of its time trying to slowly repopulate, and stay safe, with no notable effect on the continent since the end of the Second Age.

Geography

Nozomu itself lies on the small island known as Lim's Isle, named for the Blessed Dead member Lim Kin who used their divine power to separate this small island from one of the major islands to save it from the effects of the ongoing magical disaster that killed most of the Ithali. 
Lim's isle is the last stable and safe island on Ithalin. The other isles are filled with death and arcane anomalies that cannot be destroyed or dispelled, making the old islands still mostly untapped ruins from over 1000 years ago.
