Originally one of the scattered outposts after the initial settlement of New Luoyang, Beihai grew into a city because of its prime location in the waterways.
It used to have trouble with secret society gangsters in the 19th century, but after the economic boom of the Industrial Age, the gangsters in question retired peacefully.

Geography
New Beihai is built on a piece of flat land just west of New Luoyang. It is 20 ft above sea level on average.
