Project Rat's Nest

After years researching lycanthropy, I have determined that it is caused by a particular viral pathogen found in the blood and saliva of those affliced with the so-called "curse". Why the illness reacts with moonlight remains to be seen, however. My working theory is that moonlight causes a chemical reaction in cells that have been affected by the virus to produce a powerful yet fleeting steroid that goes staight into the creature's blood, turning them into ravenous monsters that can effectively spread the virus. Nevertheless, with this information in mind, I collected samples of the virus from infected individuals and began experimenting with the genome contained within. I managed to successfully identify and remove the gene that I believe allows it to spread through saliva, thus making it much more difficult to spread. I then produced more of this particular strain by injecting it into a few individuals and harvesting it from their blood. With a large culture of the lycan virus that can only be spread through injections containing the blood of the already infected, I could safely execute the next phase of my plan.

I ordered DIE agents to inject as many rats living under the city as possible and, regrettably, lost some of my agents in the process. Their deaths were not in vain, however, for their work is already seeing results. The newspapers have recently written an article about the growing rat problem, stating that researchers are baffled as they search for its cause.

This should serve as a sufficient distraction to help mask the growing number of orphans that are disappearing as a result of my attempts to replace the lost DIE agents. As the problem grows, it will also begin to highlight the Council of Elders' inability to deal with these issues and paint them in a negative light as intended.
