Reconstruction of Toy Workshop into North Pole City and Founding of Great Christmas Parliament

The residents of the North Pole and the Mystical Elders rebuild Santa's Workshop and then Nicholas decides to create a council for this new Heart of Christmas, The Second Heart of Christmas.

It is now 1845AD (1500 year of Nicholas being Santa). After founding this place, Nicholas feels he should expand to a city essentially remaking this place. So he calls the Rulers to gather. He wants to completely re-design and re-create what has come to be called in the Magic Community, The Heart of Christmas.     One immortal says they shall dream of something befitting a truly beloved figure yet unrivaled and exceptionally rare.     All gather over the months to build a village display. This creation of a wondrous village displays captures the Christmas Spirit and unique architecture of the first but even grander! Nicholas Claus brings the former display out. All love the new concept.     Once it is done, all wait for the Summer Solstice. The Solstice comes with The Big Thirteen and Mrs. Claus, and all residents and sleighs at the top of the valley, the original spot from 345AD. They all take a minute to say goodbye and remember the years that have passed.     With all Rulers present, they raise their magical objects (staffs, scepters, rings, amulets, etc.) and say the spell with a Christmas twist!     This spell brings winds of snow and of magic into the valley as a tornado. Hours pass. Right as all feel like giving up, beams of magical power shoot out. The whole landscape exposed itself to visibility.     What they don’t notice is the building by them! This building is now the official headquarters of the Mystical Elders Assembly. It has two large council chambers, three smaller chambers, powerful spell room, an area with Trans-Dimensional Portals/Gate Rooms, and a warehouse and dock. However, no one knows why they have gate rooms!     Down below, The Christmas Spirit and Magic City-State or The Christmas Spirit and Magic’s Mystical Kingdom appearance certainly is Christmassy and unrivaled! All sleighs and reindeer are harnessed.     Down in the valley, all beings first start in the center of the city-state. This becomes known as the Christmas Town Central District (CTCD) or The Manufacturing Center of Santa's City. One new building is the Christmas Eve Launch Center. This building is where Sleigh Team #1 or any team Santa has come to spend a few weeks here over November-December while they get ready for Christmas Eve. There are multiple hallways that Unicorns, Dragons, Griffins/Gryphons, Pegasi and Alicorns, Phoenix, Thunderbirds, and the White Stag can come if they pull sleighs or carriages or wish to visit. Of course, with accommodations, there has to be a “runway/ramp” and there is one here for convenience.     The next several are the elven village area, Outer Limits, and the Quarters. It soon starts to get late for more venturing and peeking so all go home.     The Clauses explore their house. They find many rooms they didn't have before: actual kitchen and dining rooms, multiple bedrooms, grand library, grand living room, Mrs. Claus's Garden, Grand Christmas Offices for both with a few meeting rooms, a sleigh garage with a ramp for each sleigh (room for four), and many rooms not yet discovered.     With all getting well-deserved rest, Nicholas and wife wake up and have breakfast. The whole council comes to see Nicholas. Nicholas goes outside. He then sees the new building on top of the valley.     All Immortals go explore the new building and see how luxurious it is! They see a room which makes all wonder why it’s there. It looks like an immigration/boarding area with individual rooms.     Another glorious morning comes! Father-King Nicholas Claus makes his rounds. For lunch, he eats at home. His wife is taking her duties as Chief Elf Officer/Mother-Queen of Christmas as serious as Nicholas.     However, Nicholas is getting acquainted with his new home office. He thinks about the Elves who came with him long ago and have helped to name the valley and the new city. He then comes up with a new plan. He writes Father Winter and each elf a letter. This letter outlines his plan for a council amongst him and the elves.     Father Winter and the elves are interested but unsure when they get a letter of intent outlining the new plan. With their centuries of experience, these valuable members of the Christmas Empire are finally getting the recognition they deserve! They (Mr. and Mrs. Claus, Mr. Jack Frost, Eleanor Eve, Bernard Malachi, Victoria Mistletoe, Samantha Snow, and Hugo Esther) gather two days later. Nicholas welcomes them and invites all to see his new house. Then they sit down for a conversation about Santa's idea.     Nicholas begins by saying each of them there that day (minus Father Winter) have been blessed with skills and talents he doesn't think he gave them. But he believes it was the Christmas Magic in him that did. He breathes and then says he's taking their years of commitment and dedication to the Mission into consideration for his proposal.   What is it, you ask? He suggests each elf and Jack Frost become a director of a department. This would lead to the creation of a council in North Pole City.     Minutes pass without spoken words. All reply yes to this proposition. They will now be unofficial directors until they are sworn in, hopefully soon. All now decide on a name. It came to be, now and forever more, Great Christmas Parliament (GCP) or Christmas Council of Claus and Elves.     They want to stay and have a name for their departments. However, Nicholas instigated a dinner break. Nicholas Claus then prayed for the meal. After it was eaten, they started yawning and closing their eyes.     He said to go sleep and they will return in the morning. Santa will give them their departments then. Morning came. After having some breakfast, the elves and Immortals come together. The agenda now is to name the appropriate department for each elf and immortal.   Nicholas says he and his wife will be President and Vice-President. Father Winter will be City Planner and Designer.   “Eleanor Ivy Eve, you are truly a leader! I have seen it since we came here. For that I give you the position of the Grand Elf, the mayor of the elven village.” “Thank you, Nicholas Claus, Father of Christmas.”     For Bernard Gabriel “Gabe” Malachi, you have worked in the toy workshop since the beginning. You know toy-making, gift-wrapping, and the entire process! I extend to you the title of Director of Santa’s Toy Workshop.” “Thank you, Father Christmas! I accept the position.”     “Victoria Hope Mistletoe and Samantha “Sam” Clara Snow, you both have also been here for many centuries. In that time, the care and safety of the reindeer, sleighs and myself have been in your great hands. Truly you have shown Christ’s Spirit in your duties. I offer Victoria the Director of the Department of Reindeer Operations. Samantha, you are presented with the offer of Director of Department of Sleigh Operations.”     “Nicholas, we thank you for the opportunity! We are glad to be of service to Christ and the Noel Mission.”, both ladies sincerely tell their beloved boss. “The rest of us concur!”, says Hugo, Donald and Bernard who dearly love their jobs and the mission.     Father Christmas then goes on to say Hugo Cristobal Esther is the Postmaster General/Record Keeper as they overlap. Last, but not least, Donald Curtis Quigley is the Commissioner of Operation: Merry Christmas in charge of the Department of Santa Trackers & Christmas Eve Delivery.     All Rulers and Elves gather a few days later. It is to witness the new administration of Christmas Spirit and Magic City-State.     After the oath is administered, Time and Nature introduce the elves and what ministry/bureau they represent. All rise and allow a round of applause. The Noel Heads Parliament or Christmas Council of Santa's Village stand in adoration. It is possible that elves, some of whom were attending, might be asked to sit on the Council in the future.     The event ends. All Kings and Queens and the Great Noel Parliament depart for lunch. Lunch is to be prepared and presented by the Kringle Cafetorium Chefs under Mrs. Claus.     With them needing to stake their claims on offices, Santa gives them time to claim and decorate! The elves pick their office and spend the next few days decorating and moving into it.     Once all elves are finished, each looks into each other’s offices. With their power, all department heads can “hire” managers. They do so as it is sensical.
