Sanctuary is the only theocracy in the empire other than the church of the holy flame, although the cult of Sanctuary worships the same Goddes their interpretation is very different, they are not xenophobic and they preach altruism and the abandonment of wealth, this may seem hypocritic due to the massive wealth the Church of Sanctuary has, and their practice of paying to attend holy ceremonies, the most stunning thing for new travelers is that the main market is situated on the temple grounds, which is stunning in itself, lined with gold, platinum, ivory, and other precious materials. The city of Sanctuary is governed by a theocracy, with the High Priest serving as both the spiritual and political leader. Under the High Priest are the Council of Elders, composed of influential religious figures and wealthy merchants who hold significant sway in decision-making. While the theocracy officially promotes religious tolerance, in reality, the city's policies are driven by the pursuit of profit. Different religious groups are allowed to coexist as long as they contribute to the city's economic prosperity, leading to a complex web of alliances and rivalries among the various factions.
Government
Theocracy, the All-father/mother of Sanctuary is the head of state a mandate that lasts for life, and the highest member of the church elect new ones. Taxes are higher than most other free cities but members of the church are exempt from them. the imperial military tax is between 5 and 10 percent of yearly revenue and the taxes for commerce are 5% for internal 10% for exports and 7% for imports.
