Time Snatcher <SC-B2>
Angel Levine (a.k.a. Rachel Simmons, Time Snatcher, TS, Cipher Trace)
"Time Snatcher, I'll leave you t'figure out what my deal is on your own."
Currently going by "Rachel Simmons" while she lives in Paragon. She has gone by other names in the past, as well.
Physical Description
General Physical Condition
Angel is fairly athletically built, and while still a far cry from metahuman levels of fitness she's still easily within above-average ranges. Not necessarily a build one might expect to see in a nurse that primarily works in hospice care, either. Though there is one odd trait about her that suggests her health may not be the most ideal: Her skin tone almost looks anemic.
Special abilities
Primary breakdown
Individual mutations and their effects
Time Snatcher's powers are all fairly subtle. Capable of throwing off electronic and digital timers and clocks in a small area, healing, and killing, with a touch, enhanced speed, and teleportation...
The first set with electronics is from her being a low-to-mid level technopath. Her range isn't particularly impressive, but what she can do is more varied than messing with timers. Often she uses it to control the few gadgets she carries and hasten her ability to access computers and the like.
At a glance, Time Snatcher's main powers pass for something more akin to some kind of touch-based healing, or lifesteal when she's using it offensively. While these are both technically accurate, there is a great deal more going on.
Her powers are visually subtle but quite powerful. Easily comparable to Luck or Fate manipulation, she is capable of killing with a few seconds of contact, Time Snatcher can take time from someone's life away... or give it back.
The biggest downside is she can see the remaining time on that timer, and how they'll die when it runs out. Critical injuries, and some illnesses, give temporary timers... Some of these she can intervene on, using more stored energy than she would normally to heal her target. But others? She can't do anything about it but stand by and watch. A form of Psychometry, almost.
It also means she's potentially immortal, which is a mixed blessing on its own.
She's also a low-level technopath, able to mess with the timing of devices' internal clocks or timers in a short range. There's more she can do with it, like controlling the facemask she wears when fighting. But messing with time displays is a fun little thematic bit for the more outwardly visible usage of the power.

Individual mutations and their effects
Detailed mutation listing, as of me having come up with more details about the project that created her. None of this is actually known information just yet:
Mutation codes: ADX-MAcInt, DX-MTePth, ABEX-MEnPrcp, BEX-MPrcg, BEX-MPmt, BEX-MSpcFld, EX-MTmpMip, EX-MCelEnt.
ADX-MAcInt and ABEX-MEnPrcp "Accelerated Intelegance" and "Enhanced Perception" - Former translates to heightened learning speed and overall enhanced intelligence level/potential. Latter gives her sharpened senses, particularly for her eyesight, and boosted reaction time/reflexes. Both together possibly give her a photographic memory as a bonus effect? DX-MTePth "Technopathy" Just as it says: this is where her technopathy comes from. Though not her strongest power, it's still a valuable tool in her arsenal. BEX-MPrcg and BEX-MPmt "Precognition" and "Psychometry" - Modified versions of the BX-M mutations, together these combine into Angel's 'passive sense' regarding what will happen to kill a person. Alongside further interaction with the next two. EX-MTmpMip and EX-MCelEnt "Temporal Manipulation" and "Celular Entropy" - Exactly as they say, on their own, manipulation of their respective things. Combined with each other as well as her prior mutations, however, this manifests her apparent manipulation of Luck or Fate in living beings. Her ability to transfer 'potential' time lived to or from others, even healing them when pressed. The Temporal Manipulation on its own also lets her alter the flow of time in a small area. And, once more, interacts with her final mutation, also originally from the BX-M line: BEX-MSpcFld "Spacial Folding" - Teleportation, in essence, was the BX-M iteration. However, this version amplifies her localized temporal manipulation. Allowing her to slip through time at a different rate than her surroundings as a makeshift superspeed/teleportation.
Apparel & Accessories
Light blue/silver-white, usually a little fancy looking even when casual.
Always has gloves or bracers on that dampen her powers, though all of them can be easily turned off when needed. Her main gloves have a button/strap that when undone opens the circuit that shuts off her powers, and looks more like fidgeting when she does it.

Other Gear
Combat Suit:
Dark grey/black, a silvery dot grid with intersecting lines through most of them patterns the bulk of the suit. On the chest is a dark hourglass on a silvery rectangular field only slightly bigger than it.
Over the suit, she wears a lightweight hooded jacket with a tail that ends just below her knees. Once again this is mostly dark grey/black, with a silvery line going up both sleeves to the back of the jacket, and all the way down the tail. The front edge of the hood has a silvery-colored band, and a thin line goes from the top center of it to the back.
There's also an obvious belt with two pistol holsters and space to store various gadgets.
The main suit is mostly light padding with a specialized lining, while her boots and gloves are both armored. The boots bear hardened kneepads, reinforced toes, and sturdy soles coupled with a low heel that carries a small edge. While the gloves protect her hands without hindering fine manipulation needed in handling small firearms.
Within the jacket's hood hides a little bit of extra padding for protection, and points of attachment for a mask to provide as complete of a seal as possible.
Mask:
A black and silver piece of plastic and metal. The lower half of the mask is dominated by a surprisingly sleek filter system, silver with dark outlines to the curves and seams. In contrast to the bottom half the top is a dark, blank plate. Well, dark and blank until the display of lights hidden within activates to show an expression of some kind.
The mask also holds communication systems, a voice modulator, and a basic internal HUD. The expressions of the top plate are mostly manual activations with her technopathy, rather than any sort of expression sensor inside.
Special notes:
Linings within the suit and jacket shield her from most tech scans. Located in the back of her jacket is a small, sound-based imager sending out extremely quiet, high-pitched 'pings' every second or so. The images it gets are blurry at best, and the max range is quite short, but it functions well enough to tell her if there's someone or something behind her to worry about. The pings themselves also fall well outside human hearing ranges.

Weapons
Dual Pistols:
A simple pair of suppressed small arms, largely unremarkable at a glance beyond the suppressors. Closer inspection shows they're more customized than they look, and bear no identifying numbers or signatures. They've got modifications necessary for firing the variety of ammunition she utilizes: less-lethal, armor-piercing rounds, incendiaries, chemical payloads, and cryogenic rounds.
Combat Knife:
A simple yet useful part of many combat or survival-oriented toolkits: A knife. The blade is fairly simple, one side features a sharp blade that curves toward a deadly tip. Near the base of the blade, there's a small section of the sharpened edge that's serrated. The handle is made of a dark material, with a shape and texture that provides a comfortable and secure grip. It's well-designed and worn if taken care of, but otherwise seems unremarkable.
Garrote:
A simple cord of sturdy but flexible wires braided together, about a foot and a half long. At either end are elongated pieces of dark metal that are perpendicular to the cord, acting as handles to aid in the weapon's use. Garrotes have a few different potential uses but primarily are used in choking someone out, or snapping their neck when the right force is applied.
It's a... good idea to be concerned if she actually has this on hand. She probably expects to need to snap someone's neck with it.

Other Gear
Cloaking device:
A small device capable of rendering the wearer hard to see until they're very close... But it's far from perfect, and the effect breaks down completely when viewed in close proximity.
It does, however, have one advantage: There's no obvious disruption effect from contact or impacts to the field it produces.
Personal Medi-Porter:
A simple teleporter that'll dump her back at her safe house. Though should her vitals drop low enough before it goes off it may drop her in an actual hospital.
Emergency Medi-Porter:
For use on other people who are past her skills and present tools to aid. It defaults to dropping the person in the closest hospital, but it may be re-programmed to somewhere else.
Med-scanner/Emergency Resuscitator:
A very small device that only holds enough max charge for one or two uses. It can give a jolt of energy that's capable of rapidly mending injuries and even restarting a heart, but it is very much an 'emergency only' item.

Mental characteristics
Personal history
Early history and power awakening
Well, one of two (or more, depending on how you count them) latent mutations, both fully activated in her late teens with no physical change to mark their existence. The other mutation gave her a significantly different, and more terrifying, set of powers compared to the first.
When she touched someone, she could see the ideal time they had left on the world, and how it'd end. Mostly natural causes of death, occasionally accidents, an overdose, a murder... For the terminally ill, how long they had left, next to their 'ideal' lifespan, the one they wouldn't get to live.
For many, she saw no way to stop them from coming to pass.
Such a nightmarish power caused Angel to withdraw from social scenes and to the edge of crowded places she'd normally be fine in. She rarely spoke of what her powers showed her, but people knew from the look on her face, and the way she'd flinch away from contact with everyone, that it wasn't anything pleasant. Though some of her more loyal friends stayed close, not wanting to leave her entirely alone.
Slowly, and with help, she started to figure out how to work around the aversion to contact her new powers invoked. Though she'd never be able to go back to 'normal' afterward, it was progress toward something resembling it.
But time ticked closer to one of those accidents she caught a glimpse of. One that would happen in a part of town she was in often enough, it wouldn't be unusual for her to be there to try and stop it.
It was the first time people saw Angel grab someone after her powers had awakened. Pulling a man back from traffic, so he wouldn't be hit by a passing car he didn't see for a lack of paying attention...
... Only for him to collapse anyway, as a heart attack hit when his timer ticked to zero. Doctors tried to bring him back when he arrived in their care, but there was nothing that could be done.
Barely a week later, Angel was out late into the night, far later than she should've been. Not entirely alone, at least, a couple of her friends had convinced her to let them tag along for mostly-quiet company. That quiet, unfortunately, wasn't going to last.
One person dead to seemingly natural causes, and another healed from what should have been a fatal injury with medical help so far off. Within the next day or two, Angel was nowhere to be found.
Loose outline of powered life prior to Paragon
Even if her 'real' identity was fully discovered, it was fake anyway.
Angel Levine remains labled as missing.
In the time between her original disappearance and her arrival in Paragon, Angel has been anything but idle. She's been to multiple schools, both for general learning and to get qualifications to practice as a nurse... Though the medical knowledge is also just handy to have when she's out picking fights.
Her history under 'normal' identities is only noteworthy in how blurred the line between truth and lie is in her records. She obviously knows what she's doing, but sometimes dates don't quite line up, or there's a lack of activity where there should be something. But there's enough to pass most background checks.
Well, that, and her tendency to disappear when things start to get too hot.
Working as a Vigilante, she's hit low-level and high-level criminal operations in the underground of various cities she's been in. From knocking low-ranking gang members out of the picture to dismantling parts of much larger operations like various smuggling rings. She won't shy away from helping the small folks that've been caught in bad situations, either. Angel has, on more than one occasion, helped someone or their family disappear to get away from their previous employer instead of making sure they're stuck behind bars.
A few times, someone misused the second chance she'd given them and disappeared for good. Where did they end up? Angel knows, but she won't tell.
This has all made her more than a few enemies. Further encouragement to her paranoia making her look over her shoulder for a shadow with a blade or gun pointed her way.
Arrival to Paragon and subsiquent events
Litterally just me rambling ideas.
"Hero from the start? That's always good, knowing where you want to be and getting there. I kind've uh, fumbled around when my mutation popped up. Took a while to figure out there was more than the passive component. Couldn't figure out what the hell it was."Angel's story starts in one of those small, uneventful towns that you never really hear about if nothing big happens in them. She wasn't a particularly noteworthy figure growing up, either. A decent and loving family, mostly average grades, fitting in reasonably well with a few different social cliques, only the occasional bout of trouble. Her least average trait was being a bit of a computer wiz, with the blame being firmly on a latent mutation making her a technopath.
"What caused you to discover the rest of your powers? Did something happen or was it through natural means and training?"
"... Things happened, had to tap into the active side in self-defense. Which- Worse times to discover it, admittedly. But it's not great suddenly being the single most terrifying person in a relatively small, and otherwise quiet town."

"And then you had to go 'off grid', right? What's that like?"Several years later, another Vigilante started to circulate within the powered world, one with unclear powers that avoided killing, but never registered as an official hero. Relocating whenever her identity appeared close to discovery, or if she was drawing too much attention in general.
<Forsake all comforts. All luxury. Your only purpose is basic survival.>
"Vaguely comforting, mildly terrifying, and lonely. S'hard, ultimately, but- aye. For protection, of myself and anyone I've let anywhere near me."

Arrival to Paragon and subsiquent events
As of November-December of 2022, she's been in Paragon, where there's no shortage of Villains to fight, other Heroes around, or just plain weirdness to handle. A good place to hide and be overlooked in favor of all the other Mystery-background Vigilante-types running around.
At... least, that's what she hopes.
Angel has, with only limited success, attempted to get out more and work with others that have powers within Paragon. Aquire allies, contacts, and just trying to stop being so much of a lone wolf.
Unfortunately old habits die hard. She's already had to drop completely off-grid to deal with a Malta operation she stumbled onto. But once that was done?
Angel did something she'd never done before, something one isn't supposed to do when they have to make themselves scarce: She returned to Paragon, where she had been before she vanished for a while.

[Relation to Malta, Crey, or some other as-of-yet undetermined group. Her mutations weren't by random chance, but something she was designed with.]
[However they weren't entirely sure how the mutations would manifest, or if they would work at all, so the people who created her opted to let her have something of a normal life in case they failed. (Or... something. I'm not sure if that actually makes any sense.)]
[There are others, too, she is not the only one created by these experiments. She has a collection of mutations that had been singularly tested in other instances. There are at least a couple of others like this as well, though not with the same powers.]
[At least one of these is still under the control of their creators, willingly or otherwise. They may or may not be just as dangerous as she is.]
[Her parents were possibly in on this experiment? Maybe, maybe not. Haven't decided yet. It would probably help explain how mystery people knew how to find her so quickly after her powers surfaced though.]
[Had a rogue member of whoever created her help her escape, and this is who taught her a good chunk of the more questionable side of her skillsets.]
[Seriously I would not be surprised if someone mistook this gal for a secret agent of some group, even with her saying she's entirely a freelancer and not even signed on with the FBSA.]

Education
Largely standard education at the base of everything, above average coding and computer hardware knowledge. One of the more extensive fields she training in, other than combat, is medicine. She has the training to officially work as a nurse, and can perform emergency triage care when it becomes needed. Triage skills are especially useful as a hero who frequently gets into fights, and wields firearms while trying not to kill.
Then there's her extensive combat knowledge: pieces of multiple forms of martial arts, boxing, brawling and fighting dirty, and knife fighting. She has a strong preference for small arms, but enough training to handle most other firearms with reasonable skill. There's also knowing how to handle explosives, though she focuses more on disarming them than setting them up.
To top it all off, she has numerous other skills that'd probably fit right in for an agent of a classified group to know. Forgery, how to read a person's body language, tell if they're lying, throw others off about her own, lockpicking, pickpocketing, hacking, [Possibly more, basically she's absurdly well trained].

Employment
Offically Angel works as a nurse, tending specifically to those where little can be done but make them comfortable. Though she does help elsewhere at times.
Her more interesting occupation however, is as an unregistered Vigilante within Paragon, when time allows. It doesn't really pay, unless you count the occasional bit of stealing from the people she fights or spot of more mercenary-style work, but it is as much a job as her offical and much more legal occupation.

Mental Trauma
Does not like being touched, at least outside deliberate use of her powers.
Paranoid due to how easily her powers could be weaponized. She stays freelance as much as possible, and has relocated more than once if she thought her identity was at risk of discovery. It is also why she no longer uses her birth name, Angel Levine.
She also probably has people who want her dead for her actions against them, which doesn't help the paranoia any.
