Galico

A naval empire with city-state colonies dotted across the world. Most renown for their juggernaut vessels and submarines, though they lack sieging capacity, their naval squadrons are the best organized, trained, and terrifyingly powerful in oceanic combat. The homeland benefits from natural barriers on land, making army invasion less likely, which allows the empire to focus entirely on its navy and freight transport.
Because its colonies border every empire somewhere in the world, many perceive Galico as a neutral empire in the war. This isn't strictly true; they simply lack the ability to engage in land offenses. This allows them to maintain small colonies abroad, so long as they settle strictly on seafaring ports. Hence, Galico has no inland or land-locked colonies. And each colony must do what they can to maintain neutral or better relations with their immediate neighbors.
