United Provinces of Kalkis
The region of Kalkis makes up a large portion of the eastern coast of Moria, Its many hills, forests, rivers, and Admorian ruins gave way to many powerful fortress cities that began styling themselves and kingdoms of their own. In [date] a summit was held where some of the great houses of Kalkis agreed that it was in their best interests to act as a unified kingdom what they could not agree on was who should get to rule all of Kalkis.
So it was decided that each kingdom would retain a level of independence, and instead a member of each royal house would gather in a parliament to argue and plead for the needs of their own kingdoms to each other. It is a matter of great debate as to whether or not this system of governance is functional or not, even by the lords of the parliament who run it. However in the time since its founding many of the kingdoms of Kalkis have prospered, mostly through subterfuge, schemes, deception, or outright force in the parliament.
